Minutes of Asselby Parish Council Annual General and Ordinary Meetings
held on 4th May 2021 at 7.30pm by Zoom.
PRESENT:- Messrs. R. Pickersgill, P. Burnley, M. Clarke, Mrs. S. Hunt and Mrs. D. Mumby. Also, Clerk – Mrs. S. A. Oates.
Annual General Meeting
1. The minutes of the last AGM had been read and signed correct.
2. Proposed by R. Pickersgill: Seconded by M.Clarke that Election of Officers remains as at present due to uncertainty caused by Covid Restrictions.
Agreed by all present.
Chairman: R. Pickersgill. Vice-Chairman: P. Burnley.
Howden Joint Burial Committee Representatives: P. Burnley and M. Clarke.
3. Agreed by all present to retain Standing Orders for conducting meetings.
Ordinary Parish Council Meeting
1. The minutes of the last meeting had been agreed as correct and signed.
2. There were no Declarations of Interest made by a member on any of the following issues.
3. Matters Arising.
a. No items for discussion carried from Annual Parish Meeting.
b. Defibrillator – Checks up to date – no further action.
c. PKF Littlejohn – Notice of 20/21 Audit Requirements. Mrs. C.Taylor agreed to do the Internal Audit.
d. Dog Fouling – ERYC Dog Warden had placed more signage notifying of Penalty Fines. Clerk to ask for more signs for residents to display on their property.
e. Village Taskforce Walkabout – Request for one parish representative to attend on Wednesday 19th May 2021 at 9.45am. P. Burnley will attend. (Thanks were expressed to P. Burnley). Clerk asked to request if more than one parish councillor can attend.
f. Scotland to England Green Link Project – Noted: Cable will be laid at west end of Asselby – Mount Pleasant.
g. Knedlington Crossroads – Howden Town Council and Barmby Parish Council agreed to add their support to Asselby Parish Councils request for signage notifying of Cyclists around the Crossroads. Awaiting further response from East Riding of Yorkshire Council.
h. Flooding – Screetons/Agents for Knedlington Estates had requested Tenants to keep ditches clear and look at the drainage at the rear of the Old School House along Main Street into Landing Lane. Situation to be monitored.
4. Accounts
a. HSBC – Statements to 21/04/2021. Balance to carry forward at year ending 31/03/2021 £4264.75 Balance to 21/04/2021 £4238.85.
b. Mrs. C. Taylor had carried out the Internal Audit – Signed as correct.
(i) Certificate of Exemption.
(ii) Annual Governance Statement. (Completed by all present).
(iii) Accounting Statement.
RESOLVED:- All statements approved for signature by Chairman and Clerk.
c. Campbell & Stenton – Statement of Clerks Salary to HMRC and P60.
d. Tesco – Inkjets: 31/03/2021 - £13.90. 19/04/2021 - £12.00. Paid by Visa Card.
e. Howden Joint Burial Committee – Precept request 21/22 £300.00 Paid 28/04/21: £281.00 Paid 29/04/21 – Total £581.00 paid Online.
f. ERNLLCA – Membership Fees 21/22 - £315.48 Paid 30/04/21 paid Online.
g. Zurich Municipal – Notification of request for payment of Insurance Policy - Agreed by all to make payment of £308.64 Online.
h. ERYC – Notification of first instalment of precept paid £2675.00 Paid into account 29/04/2021.
5. Planning Matters.
a. Notification of Appeal to Planning Inspectorate regarding the erection of two detached and a detached garage following demolition of existing dwelling/demolition of outbuildings at Sheken, Main Street, Asselby (20/01850/PLF. (Appeal Reference: 21/00006/REFUSE). Representations made to Planning Inspectorate.
b. Erection of single storey extension to rear (retrospective) alterations including construction of a new roof and installation of windows to side at Hambleton House, Main Street, Asselby – 21/00577 – No comments.
c. Erection of two storey and single storey extension to rear and single storey extension to side following removal of existing single storey projection at 4 Main Street, Asselby. 21/00359/PLF – Comment sent.
d. Erection of detached outbuilding comprising a triple garage with home office over and summer house with changing rooms and store rooms and construction of outdoor swimming pool with associated works at Old Fold Yard, Asselby. 21/00664/PLF. Comments Sent.

a. Howden Town Council – Notification of new Contractor for Howden Cemetery.
b. ERNLLCA – Newsletter/Remote Meetings
c. ERYC - New Lockdown Regulations/Remote Meetings/CEO Bulletin/Devolution.
d. NHS – Newsletter.
e. Various other items – no further action.
7. Any Other Business.
a. Black Swan – It has been noted that the Black Swan could be closing in the future and it was agreed to monitor the situation as regards the holding of parish council meetings.
b. Benches and Notice Board – It had been noted that the Perspex cover on the Notice Board was in need of attention. P. Burnley informed those present he would look at it along with the work on the benches he had previously said he would do. (Thanks were expressed to P. Burnley).
c. Policies/Procedures – Agreed by all present that the Clerk should update the Policies/Procedures on the parish council website.
Agreed by all to hold the next meeting in early July subject to the venue available.
The members were thanked for their attendance and the Meeting closed at 8.30pm.
