Minutes of Asselby Parish Council meeting held at the Black Swan, Asselby on
Wednesday 1st September 2021 at 7.30pm.
PRESENT:- Messrs. R. Pickersgill (Chairman), P. Burnley and Mrs. D. Mumby. Clerk: Mrs. S.Oates. Apologies from M. Clarke and S. Hunt.
1. The minutes of the last meeting had been agreed as correct and were signed.
2. There were no declarations of interest made by a member on the following issues.
3. Matters Arising.
a. Defibrillator – Checked and updated on The Circuit. (National Defibrillator Network).
b. Flooding in Back Lane, Asselby – Jetting and camera survey to be undertaken by ERYC.
c. Litter Bin for dog fouling/Landing Lane – Clerk met with ERYC representative to assess the area 19/08/2021. Response received that the installation of a litter bin would not solve the problem of owners not cleaning up after their dogs. The situation will be monitored.
d. Update request on issues from Taskforce Walkabout – Reply received. Clerk requested to enquire about the painting of the bench at the junction of Main Street/Blacksmiths Lane which had been requested on the Taskforce Walkabout.
e. Boothferry – Bench. Noted the bench had been stained.
4. Accounts.
a. HSBC – Bank Statements to 01/09/2021. Balance £7720.72. - Notification of Change to Services and Charges on Bank Account. - The Clerk informed the meeting that the Mandate will have to change and new signatories added. Agreed by all present to look into changing to the Halifax or National Westminster which both have branches in Goole.
b. Tesco – Inkjets 25/07/2021. Paid by Visa Card. £36.50.
c. S.A. Oates – Internet/Phone costs to 31/07/2021 Paid 29/07/2021 £40.00. - Agreed by all present to pay Internet/Phone costs to 30/09/2021 when due.
d. East Riding of Yorkshire Council – Remittance Advice for second instalment of parish precept paid into the bank 31/08/2021. £2675.00.
5. Planning Matters.
a. Conversion of and associated external and internal alterations to existing farm buildings to form a dwelling and removal of 3 portal framed steel buildings – Land and Buildings South of Field House Farm, Asselby 21/01755/PLF – No observations or comments.
b. Query regarding Planning Enforcement issue at Builders Yard on track rear of The Gables, Main Street, Asselby.and use of Blacksmiths Lane.
6. Correspondence.
As detailed in the Agenda – no further action.
7. Any Other Business.
a. Resignation of Clerk and Advertising of Post/Job Description – The Chairman had discussed the situation with ERNLLCA and had received information regarding the post. After discussion it was agreed by those present to advertise the post on the parish website.
b. ERYC – Confirmed by Highways the road from Knedlington through Asselby will be patched and surface dressed next year. The lane at the west end of the village from Summerfield House is not included. - LLPG and Street Naming and Numbering had requested that a consultation should take place with the residents of the above lane regarding the naming of it. All residents consulted agreed to naming lane West Fields Lane. (ERYC LLPG informed).
It was agreed by those present to call a meeting for the end of September – to be arranged.
